ECS Florida-Focused Internal Affairs 3-Day Training (For FL Practitioners)

This specialized internal affairs training program is designed for both newly assigned and experienced IA investigators across all public safety disciplines—including law enforcement, corrections, fire service, and inspectors general—as well as supervisors who conduct IA investigations as part of their duties in Florida. The course is tailored specifically for Florida practitioners and provides critical knowledge necessary for conducting thorough, objective, and procedurally fair investigations.

The three-day comprehensive program covers internal affairs and misconduct investigative best practices and standards, suitable for both sworn and non-sworn investigators performing full-time administrative investigation duties or those who handle such investigations in addition to other responsibilities. The curriculum emphasizes practical application and compliance with Florida's primary legal authorities, including the Law Enforcement and Correctional Officers' and Firefighters' Bills of Rights, with extensive focus on navigating these complex statutory requirements.

Course content addresses techniques and strategies for lawful and proper handling of administrative investigations across all public safety disciplines in Florida, with special emphasis on legal considerations and investigative strategies that satisfy due process obligations under the United States Constitution, the Florida Constitution, and Florida statutes. Participants will study national due process standards established by landmark cases including Garrity, Weingarten, Loudermill, and Veal, as well as issues related to Florida's public records law.

Instructor: Chief Larry Horak (Ret.), Consultant with Embassy Consulting Services. Chief Horak is a seasoned law enforcement professional with 35 years of experience. He retired in 2015 as Chief of Police for the Margate (Florida) Police Department and previously served as a Special Agent with the FBI investigating violent crime, civil rights violations, and public corruption. He is a graduate of the FBI Academy, the FBI National Academy (239th session), and the Southern Police Institute Command Officers Development course. Chief Horak holds an Associate degree and Bachelor's degree in Criminal Justice, as well as a Master's degree in Public Administration from Florida Atlantic University. He is also a licensed private investigator. Since 2001, he has served as an adjunct instructor at Broward College teaching internal affairs and developed and launched FBI-LEEDA's Internal Affairs seminar in 2005. He has presented for the International Association of Chiefs of Police (IACP), the National Internal Affairs Investigators Association (NIAIA), and the Florida Internal Affairs Investigators Association (FIAIA), and has served as an expert witness and consultant in internal affairs, agency accountability, disciplinary practices, and administrative procedures.
