ECS Internal Affairs 3-Day Training

This comprehensive three-day program covers the complete spectrum of internal affairs investigations, beginning with initial allegations and concluding with disciplinary appeals. Participants will gain exposure to industry best practices, established standards, and proven methodologies for effectively handling internal affairs matters and their associated legal proceedings. The instruction focuses on critical areas including constitutional due process requirements, administrative protocols, and solid investigative methodologies. The course examines important legal frameworks under the U.S. Constitution and applicable state laws, with particular attention to landmark decisions such as Garrity, Weingarten, and Loudermill.

This training is designed for both sworn and non-sworn personnel working in public safety agencies at all levels, including various ranks and assignments, who are involved in conducting administrative investigations, imposing discipline, or participating in related administrative processes.

Instructor

Chief Larry Horak (ret.) is a consultant with Embassy Consulting Services. Chief Horak began his law enforcement career in 1980 and retired as Chief of Police for the Margate Police Department in Florida in 2015. Prior to his chief's position, he served as a Special Agent with the Federal Bureau of Investigation investigating violent crime, civil rights matters, and public corruption. He holds licensure as a private investigator and operates his own investigative firm.

Chief Horak's professional development includes completion of the 239th session of the FBI National Academy, the Southern Police Institute Command Officers Development program, and numerous specialized courses. He earned an Associate degree and Bachelor's degree in Criminal Justice, as well as a Master's degree in Public Administration from Florida Atlantic University.

His teaching experience began in 2001 as an adjunct instructor at Broward College instructing in internal affairs. In 2005, he developed and launched the FBI-LEEDA Internal Affairs seminar curriculum. He has presented for major organizations including the International Association of Chiefs of Police, the National Internal Affairs Investigators Association, and the Florida Internal Affairs Investigators Association. Chief Horak has also served as an expert witness and consultant specializing in internal affairs matters, agency accountability, disciplinary practices, and administrative procedures.
