ECS Internal Affairs 3-Day Training

This comprehensive 3-day program offers an in-depth examination of the complete internal affairs investigation process, spanning from the initial allegation through the final disciplinary appeal stage. Participants will gain exposure to industry best practices, widely recognized standards, and proven methodologies for effectively handling internal affairs cases and associated administrative proceedings.

The curriculum places strong emphasis on constitutional and legal requirements, administrative protocols, and sound investigative decision-making. The course addresses due process safeguards mandated by the U.S. Constitution and applicable state regulations, while also covering pivotal court decisions such as Garrity, Weingarten, and Loudermill.

This training is designed for both sworn and non-sworn personnel working across all public safety agencies and organizational levels who participate in administrative investigations, disciplinary matters, or related proceedings.

Instructor

Chief Larry Horak (Ret.) is a consultant with Embassy Consulting Services. Chief Horak initiated his law enforcement career in 1980 and served as Chief of Police for the Margate Police Department in Florida until his retirement in 2015. Prior to his chief's role, he worked as a Special Agent with the Federal Bureau of Investigation investigating violent crime, civil rights violations, and public corruption. He is also a licensed private investigator and maintains his own investigative firm.

Chief Horak earned his credentials through the FBI Academy's 239th National Academy session and completed the Southern Police Institute Command Officers Development program. His educational background includes an Associate degree and Bachelor's degree in Criminal Justice, as well as a Master's degree in Public Administration from Florida Atlantic University. His teaching experience began in 2001 as an adjunct instructor at Broward College and expanded in 2005 when he developed and launched FBI-LEEDA's Internal Affairs seminar. He has presented for the International Association of Chiefs of Police, the National Internal Affairs Investigators Association, the Florida Internal Affairs Investigators Association, and numerous other professional organizations. Chief Horak has also served as an expert witness and consultant on internal affairs, agency accountability, disciplinary practices, and administrative procedures.
