Hostage Crisis Negotiations - Level III

This advanced course represents the final component of a three-course progressive training series designed to strengthen negotiation capabilities and prepare team leaders to effectively manage complex crisis situations. The curriculum builds upon foundational knowledge to develop the leadership competencies necessary for overseeing negotiation teams during challenging incidents.

Participants will examine the multifaceted responsibilities of team leadership, including personnel development, scene control, team coordination, and effective communication with command staff and tactical units. The course also addresses practical approaches for establishing and delivering comprehensive training programs for agency negotiation teams, covering elements from scenario design through training implementation and promotion.

Key focus areas include building rapport and understanding empathy's role in both the negotiator and the overall negotiation process. Special attention is given to contemporary challenges, including how emerging technologies and social media platforms influence negotiation outcomes. A presentation from a special operations wounded warrior provides valuable insight into trauma-related conditions and appropriate response strategies.

Topics covered include:

• Identification and effective use of current technology and communication platforms
• Team leader responsibilities: personnel development, scene management, team support, and coordination with responding agencies
• Trauma-informed responses and negotiation strategies
• Officer-in-crisis negotiations
• Team advocacy and representation
• Training continuity, record-keeping, and scenario creation
• Media relations and messaging
• Integration of civilian resources including intermediaries, communications staff, mental health professionals, and community volunteers
• Management of extended incidents and resource coordination

Intended Audience: This course is designed for sworn and non-sworn law enforcement personnel, including hostage negotiators, patrol officers, military investigative specialists, crisis team members, mental health professionals, and clergy supporting law enforcement operations. Exceptions require IPTM approval.

Duration: 40 hours

Prerequisites: Successful completion of both the 40-hour Level I and 40-hour Level II Hostage Crisis Negotiations courses (or equivalent training) is required. Participants must possess working knowledge of team operations, role assignments, intelligence gathering, and response procedures. Prior negotiation training is strongly recommended.

Materials to Bring: Students are encouraged to bring a laptop computer for in-class activities.
