Overview

This advanced training program represents the third phase in a comprehensive certification sequence, building upon the foundational knowledge and hands-on practice covered in Phase I and Phase II. Participants will develop expertise in complex scenarios involving hostage and barricade situations, with particular emphasis on leadership, psychological assessment, and de-escalation techniques.

Course Content

The curriculum encompasses the following specialized areas:

  • Leadership and administrative oversight of hostage negotiation teams and incident scenes
  • Expert testimony preparation and prediction of crisis outcomes
  • Assessment and intervention with mentally disturbed and suicidal individuals
  • Effective communication strategies for working with cognitively or emotionally impaired subjects
  • De-escalation techniques in high-risk situations
  • Stress management, anxiety reduction, and psychological threat evaluation
  • Specialized negotiation approaches applicable to correctional and detention settings
  • Trauma-informed response for Post-Traumatic Stress Disorder survivors

Prerequisites

Applicants must have successfully completed both Phase I and Phase II Hostage Negotiations through the Public Agency Training Council. Training from other organizations does not satisfy this requirement.

Certification and Testing

This is a tested certification course. Participants will be required to complete a 50-question examination covering material from all three phases. A minimum score of 75% is necessary to earn the certification certificate. In addition, each student will receive individual feedback on their performance in the role of primary negotiator.
