Summary: Direct all operations of the Airport Rescue and Firefighting Unit at Rhode Island T.F. Green International Airport. Supervise compliance with FAR Part 139 regulations. Direct training program as required, adhering to guidelines in FAA Advisory Circulars.
Essential Duties and Responsibilities: include the following. Other related duties may be assigned.
- Ensure compliance with FAR Part 139 standards and in accordance with our approved Airport Certification Manual, Airport Emergency Plan, and other applicable FARs, to include supervising fueling operations and storage
- Oversee the training program to ensure consistency and centralization for all members of the department.
- Compiles and maintains all records for the FAA on personnel training and maintenance of equipment.
- Develops contingency and emergency response plans to deal with various types of disasters.
- Responds to emergency incidents at the airport to support firefighting and/or rescue operations.
- Ensures that the department passes required regulatory inspections.
- Oversee compliance with all fueling operations and storage requirements.
- Develop standard operating procedures governing response to and operations at ARFF/EMS responses as well as daily activities.
- Maintain compliance with current Collective Bargaining Agreement between RIAC and union
- Respond to airport emergencies, provide command leadership for the department and represent the airport in a Unified Command Structure.
- Enforce applicable NFPA, FAA and OSHA standards as well as state and local rules/regulations.
- Assign work to department employees.
- Oversee and ensure the maintenance of tools and equipment.
- Plan, prepare, and coordinate mock disasters and table-top exercises.
- Represent RIAC in planning sessions with outside agencies for disaster planning and response exercises and/or training.
- Develop and implement procedures for the safe operation and response of the department.
- Ensure that all mutual aid agreements are current.
- Prepare and administer departmental budget.
- Implement current, new and revised RIAC policies and procedures.
- Make recommendations on RIAC policies and procedures governing the safety and well-being of employees and tenant employees.
- Requisition supplies, prepare specifications and bid packages for equipment.
- Maintain effective working relationships with employees, airport tenants and the general public.
- Evaluates current and future staffing, training, and equipment needs of the department.
- Available for emergency call-back as necessary.
- Other related duties as assigned.
Supervisory Responsibilities:
- Provides overall supervision of the ARFF Department and direct supervision of supervisory members and administrative support staff.

- The ability to lead and manage people.
- Must be capable of command level decision making during all phases of an emergency response and other stressful situations that affect lives, safety and property of others.
- Working knowledge and experience in commanding large scale incidents.
- Must have experience utilizing the Incident Command System and/or National Incident Management System.
- In-depth knowledge of airport operations and Aircraft Rescue and Fire Fighting techniques and requirements is mandatory.
- Must have knowledge of Federal, state, and local regulations and procedures governing ARFF measures including but not limited to, explosives, first aid and maintenance of firefighting equipment.
- Be able to plan and conduct fire rescue training. Should have experience in training and utilizing successful training techniques applicable to ARFF departments.
- Should have experience dealing and mitigating with Haz-Mat and decontamination techniques.
- Should have experience with labor relations, including negotiations, contract administration and grievance procedures.
- Must maintain TSA security clearance as a condition of continued employment
- Must maintain a valid driver’s license as a condition of continued employment and must be insurable.
Education/Experience:
- Minimum of Associates Degree in Fire Science or related field.
- Must have fifteen (15) years of fire experience, five (5) of which was as Company Officer, and three (3) of which was at the rank of Chief or Deputy Chief Officer.
- Should have extensive experience in Training, Incident Command, and Mass Casualty Incidents.
- Additional experience dealing with HAZMAT and DECON should also be required.
- A full working knowledge and extensive experience in commanding large scale incidents should be demonstrated as this individual will be functioning as the Incident Commander during all incidents on the AOA is mandatory.

- This position requires climbing, balancing, crawling in narrow places, running, and lifting over 100lbs during emergency situations and training simulations while wearing protective clothing and self-contained breathing apparatus (SCBA).
- The employee should possess visual acuity and depth perception.
- The office demands include prolonged sitting and computer usage requiring keyboard usage.

- During emergency or training situations the employee could be exposed to extreme hot or cold weather, hazardous materials, dust, smoke and odors, loud noises due to explosions, fire, and water.
