Officer-Involved Shooting and Use-of-Force Investigations

Duration: 3 Days (24 Professional Development Hours)

Instructor: Mark Kollar

Cost: Starting at $475.00

Schedule Note: This is a full-day training program running from 8:00 AM to 5:00 PM each day.

Course Overview

Law enforcement officers hold a unique responsibility as the only government officials authorized to make split-second decisions regarding the use of deadly force against citizens. This extraordinary power demands rigorous accountability through comprehensive investigation. Without transparent and thorough investigative practices, community relationships deteriorate and departmental legitimacy becomes compromised. Both the officers involved and the quality of the subsequent investigation face public scrutiny. The outcomes—including civil litigation exposure, agency reputation, and the freedom or incarceration of those involved—depend critically on professional, unbiased, and fair investigative work.

Course Purpose and Content

This comprehensive three-day program explores contemporary investigative best practices, establishing a standardized and systematic methodology for examining use-of-force incidents. Participants will learn an investigative framework tailored specifically to officer-involved shooting and use-of-force cases, complete with practical tools including checklists, templates, forms, reports, and sample policies ready for immediate agency implementation.

The curriculum addresses current developments in technology and the modern public environment, encompassing:

  • Social media implications and public communication strategies
  • Video analysis techniques for body cameras, dash cameras, cellular phone recordings, and surveillance footage
  • Media relations and public information management
  • Legal considerations and requirements
  • Crime scene processing and investigative reconstruction
  • Advanced documentation methods utilizing 3D scanning and drone photography to present investigation findings in accessible formats to all stakeholders

Learning Outcomes

Upon completing this course, attendees will possess the knowledge, technical skills, and professional confidence required to thoroughly investigate and properly document any use-of-force occurrence, including incidents involving serious bodily injury or fatality.
