Course Description

This intensive training program equips law enforcement officers with the knowledge and skills necessary to effectively investigate Operating Under the Influence (OUI) cases in today's complex legal environment. As impaired driving investigations increasingly involve multiple substances including cannabis, opiates, and other drugs, officers need comprehensive understanding of modern detection and prosecution techniques. This course, sponsored by the Maine Bureau of Highway Safety, provides thorough instruction from initial roadside contact through courtroom presentation, with particular attention to identifying and documenting drug-related impairment.

Topics Covered

  • Initial traffic stop procedures and field investigation techniques
  • Chemical testing requirements and associated legal considerations
  • Testimony preparation for court and BMV proceedings
  • Recognition and assessment of drug-impaired driving
  • Roundtable discussion featuring OUI prosecutors and defense attorneys addressing common case issues
  • Question and answer session with a Maine Bureau of Motor Vehicles Hearings Examiner regarding motor vehicle hearings

Course Objectives

Upon completion, participants will be able to:

  • Apply OUI legal elements to both alcohol and controlled substance impairment investigations
  • Recognize and communicate signs of impairment during roadside interactions and standardized field sobriety assessments
  • Make legally defensible arrest decisions supported by observed evidence and impairment indicators
  • Execute proper chemical testing protocols and comprehend relevant legal standards
