Course Overview

This intensive one-day training program equips patrol supervisors, acting supervisors, and command-level personnel with the leadership capabilities and decision-making frameworks essential for managing initial responses to high-risk critical incidents. Participants will explore real-world case examples, current legal requirements, and hands-on tabletop simulations to develop the skills necessary to lead officers safely and effectively through complex, time-sensitive situations.

Course Content

The program addresses the multifaceted challenges faced by first-line leaders responding to critical events, including suicidal subjects, active shooter scenarios, barricaded individuals, and hostage situations. Supervisors frequently must make consequential decisions under extreme pressure with incomplete information in rapidly changing environments. The quality of these initial decisions often determines the outcome of the incident.

Key topics covered include:

  • Legal and tactical considerations for warrantless entries in emergency situations
  • Evaluating scenarios involving suicidal subjects and other emergency circumstances requiring immediate action
  • Active shooter incident management best practices
  • Barricaded subject and hostage negotiation procedures
  • Responses to emotionally disturbed persons (EDPs)
  • Incident assessment and command and control procedures
  • Operational planning and resource allocation
  • Communication strategies and containment tactics
  • Officer safety protocols
  • Coordination with specialized response units
  • Evaluating dynamic circumstances and balancing tactical goals with constitutional safeguards
  • Making defensible command decisions that preserve life while reducing organizational exposure

Learning Methods

Throughout the training, participants engage in realistic tabletop scenarios and facilitated group discussions that require them to analyze evolving situations, develop tactical plans, and defend their command decisions in realistic contexts. This practical approach ensures participants can apply course concepts immediately upon returning to their agencies.

Who Should Attend

This course is suitable for newly promoted patrol supervisors as well as veteran supervisors seeking to enhance their competencies. The program combines the tactical knowledge, legal expertise, and practical decision-making framework necessary to manage the critical opening stages of high-risk incidents with confidence and authority.
