Course Overview
This specialized internal affairs training program is designed for both newly assigned and veteran investigators who work in internal affairs across all public safety sectors, including law enforcement, corrections, fire service, and inspectors general. The course is also valuable for supervisory personnel in Florida who conduct internal affairs investigations as part of their secondary responsibilities. Participants will acquire the foundational competencies required to execute comprehensive, impartial, and legally defensible investigations and is tailored specifically for Florida-based professionals. Program Content
Over the course of three days, participants engage with a thorough curriculum addressing internal affairs and misconduct investigation best practices and contemporary standards. The instruction is designed to strengthen expertise for both sworn and non-sworn personnel assigned to internal and administrative investigations across all public safety disciplines operating in Florida. The program accommodates investigators dedicated full-time to administrative investigations as well as those balancing these responsibilities alongside other duties.
The curriculum emphasizes compliance with Florida's primary legal frameworks, particularly the Law Enforcement and Correctional Officers' and Firefighters' Bills of Rights. Substantial attention is devoted to understanding and applying these statutes in real-world scenarios. The course covers strategies and methodologies for executing lawful and appropriate administrative investigations and associated procedures across law enforcement, corrections, correctional-probation, and fire service disciplines in Florida.
Key emphasis areas include constitutional protections under both federal and state law, with coverage of significant U.S. Supreme Court precedents including Garrity, Weingarten, Loudermill, and Veal decisions. The training also addresses Florida's public records legislation and its implications for investigators. Throughout the program, the instruction focuses on legal considerations and investigative methodologies that ensure compliance with due process requirements established by the United States Constitution, the Florida Constitution, and Florida statutory law.
