Hostage Crisis Negotiations - Level I

Course Overview

This foundational program represents the first course in a three-level progressive series designed by IPTM. The course equips participants with essential competencies for functioning effectively as part of an agency negotiation team, focusing on responding to hostage situations and persons experiencing crisis while employing de-escalation methods.

Course Content

Participants will develop proficiency in engagement and de-escalation methods, team organizational structures and duties, intelligence management, equipment operation and deployment, and approaches for managing resistance and emotional intensity. The curriculum encompasses the following key areas:

  • Introduction to negotiation and negotiation philosophy
  • Negotiation team responsibilities and techniques
  • Behavioral profiles and analysis
  • Initial response protocols and Negotiation Operations Center setup
  • Personnel and equipment resource allocation
  • Information gathering and documentation procedures
  • Stress management and use of force considerations
  • Practical training exercises conducted individually, in pairs, and as teams

Practical Experience

Hands-on exercises form a critical component throughout the program, enabling participants to apply concepts learned and refine their negotiation abilities through realistic scenarios and challenging simulations.

Eligibility Requirements

Participants must be sworn law enforcement or corrections officers, certified hostage negotiators, patrol officers, military investigative personnel, non-law enforcement members of crisis negotiation teams, mental health professionals, or clergy supporting law enforcement operations. Non-standard attendance requests require IPTM approval. This program is restricted to sworn and non-sworn law enforcement personnel.

Course Details

Duration: 40 hours

This program aligns with most state and federal crisis and hostage negotiator certification standards and follows National Council of Negotiation Associations (NCNA) guidelines. For Florida law enforcement officers, this course fulfills Florida Department of Law Enforcement and CJSTC standards as well as national standards, though it does not qualify for Salary Incentive Credit under the FDLE Hostage Negotiation classification.

Scheduled Sessions

Multiple offerings are available at the Adam W. Herbert University Center, located at 12000 Alumni Drive, Jacksonville, FL 32224. Sessions run from 8:00 AM to 5:00 PM daily. Upcoming dates include November 30 – December 4, 2026; April 19 – 23, 2027; and November 29 – December 3, 2027. Course fee is $895.00. Instructor: James McDonald.
