Overview

This advanced training program represents the third phase in a comprehensive hostage negotiation certification sequence. Building upon the foundational knowledge and practical skills developed in Phase I and Phase II, this course delivers in-depth instruction across multiple critical competency areas essential for managing complex hostage and barricade situations.

Course Content

Participants will receive extensive training in the following subject matter:

  • Supervisory and management responsibilities for hostage negotiation teams and scenes
  • Expert witness preparation and predictive assessment of hostage and barricade resolution outcomes
  • Risk analysis for mentally disturbed and suicidal individuals
  • Communication and negotiation techniques specific to working with mentally impaired subjects
  • Management strategies for threatening situations
  • Stress management, anxiety reduction, and psychological threat assessment methodologies
  • Negotiation and communication protocols applicable to correctional and jail environments
  • Approaches for supporting trauma victims and those experiencing PTSD

Prerequisites

Enrollment eligibility requires successful completion of both Phase I and Phase II Hostage Negotiations training through the Public Agency Training Council. Completion of hostage negotiation coursework from other training providers does not satisfy this prerequisite requirement.

Assessment and Certification

This course includes a comprehensive examination component. Participants must complete a 50-question test covering material from all three phases. A minimum passing score of 75% is required to earn the certification certificate. Additionally, each student receives individual performance feedback based on their demonstration of primary negotiator competencies.
