Officer-Involved Shooting and Use-of-Force

Duration: 5 Days (40 PD hours)

Instructor: Mark Kollar

Cost: From $675.00

Schedule: First four days: 8am-5pm local time; Final day: 8am-4pm local time

Target Audience: This course is designed for sworn law enforcement officers and prosecuting attorneys/district attorneys at both Federal and State levels.

Law enforcement professionals occupy a unique position as government officials authorized—and occasionally obligated—to make split-second decisions involving the potential use of deadly force against civilians. This significant authority carries with it the substantial responsibility to demonstrate that any application of force was both justified and proportional to the circumstances encountered. When investigations lack transparency and rigor, community confidence erodes and departmental credibility becomes vulnerable to challenge. The actions of involved officers will inevitably face public examination, and the quality of your investigative response will be equally scrutinized. A professional, impartial, and equitable investigation protects all parties involved and determines outcomes ranging from civil litigation and agency reputation to criminal responsibility and potential incarceration.

This comprehensive five-day course delivers an in-depth exploration of contemporary investigative best practices, establishing a consistent and methodical framework for examining use-of-force situations. Participants will learn a specialized investigative methodology tailored to officer-involved shootings and use-of-force incidents, complete with practical checklists, templates, documentation forms, reports, and policy examples ready for immediate implementation within their departments. Course content addresses current developments and contemporary concerns, including the investigative implications of social media; systematic review of video materials from multiple sources such as body cameras, dashboard cameras, mobile devices, and surveillance systems; coordination of media relations and public communication strategies; applicable legal frameworks; evidence collection and scene reconstruction; and the strategic advantages of employing 3D imaging technology and aerial drone documentation to present investigation conclusions in accessible visual formats to stakeholders.

Upon completion of this intensive training, participants will possess the expertise, technical competency, and professional confidence required to conduct thorough and appropriate investigations of use-of-force situations, regardless of whether the outcome involves minor injury, serious bodily harm, or fatal consequences.
