Courthouses represent particularly attractive targets for disruption and violent acts within the government sector. These facilities serve as vital centers for government operations and house the essential functions of the criminal justice system. On a daily basis, judges, defendants, crime victims, family members, legal counsel, and county personnel move through these buildings, establishing an inherently high-risk setting.
Throughout history, courthouse incidents have varied widely in severity. Some incidents have involved relatively minor disruptions such as organized picketing activities, while others have escalated to serious violent events including physical assaults and, in tragic cases, loss of life. Professional experience alone does not ensure that staff will be adequately prepared for such events. The sobering truth is that courthouse personnel must not ask whether a critical incident will occur, but rather when it will occur.
