Telecommunications FTO Program

This comprehensive training is designed for Communications Field Training Officers (CTOs) who are new to the role, as well as for CTO Program Managers and communications center shift supervisors seeking to enhance their expertise. The course equips participants with essential knowledge and practical skills needed to effectively train and evaluate newly hired telecommunicators within their agencies.

Participants will explore the multifaceted responsibilities of the CTO position and gain proficiency in establishing legally defensible standardized evaluation procedures through interactive discussions and hands-on exercises. The program covers two distinct CTO program structures and emphasizes the importance of mandatory documentation requirements. Additionally, attendees will learn how to develop and implement remedial training action plans to address performance gaps and navigate trainee termination procedures when necessary.

The program curriculum is grounded in the nationally recognized, legally defensible FTO process originally developed by the San Jose Police Department and adopted by public safety agencies throughout the United States. This course fulfills the training standards established by CALEA accreditation requirements.

Whether establishing a new CTO program or enhancing an existing one, this course provides the foundational knowledge and strategic insights needed for success. The instructors bring national expertise in CTO and FTO program development and have played key roles in implementing these programs within their respective agencies.
