This comprehensive 24-hour professional development program is designed for peace officers, non-sworn personnel, and law enforcement leaders across all ranks and experience levels. Participants will deepen their understanding of current policing challenges, the significance of organizational leadership, and methods for fostering effective communication throughout law enforcement agencies.
Whether attendees serve as supervisors, middle managers, command staff, or executives, this course delivers the practical skills needed to manage intricate leadership situations, strengthen professional relationships, and cultivate a constructive workplace atmosphere. The program combines authentic case studies, group discussions, and hands-on activities to help students develop insights into personnel management, team development, and organizational change initiatives.
Throughout the course, key subject areas include police modernization efforts, community perception and public trust, staffing challenges, and collaboration with municipal and county officials. Participants will examine organizational culture, enhance communication at supervisory levels, strengthen institutional trust, and develop emotional intelligence capabilities. The program also addresses change management, workforce generational dynamics, and techniques for leading varied and diverse teams successfully.

Instructor: Chief John Perez (Ret.), Consultant with Embassy Consulting Services
Chief Perez brings 38 years of law enforcement experience, including 36 years with the Pasadena Police Department and 2 years with the Los Angeles County Bureau of Investigations. His background encompasses patrol operations, field training administration, public engagement, internal affairs, tactical operations, intelligence work, and drug enforcement. Following 9/11, he led counter-terrorism initiatives for major community events. In 2020, he directed a comprehensive agency reorganization implementing intelligence-driven and problem-solving methodologies to enhance public safety. He holds a Bachelor's degree in Criminal Justice, a Master's in Behavioral Science, and a Doctorate in Public Administration. As a national instructor on leadership and organizational culture, he also serves as a special liaison to the Los Angeles County Probation Department and conducts organizational evaluations nationwide.
