Course Overview

Law enforcement officers hold a unique position within government as the only officials legally authorized to exercise deadly force against citizens, often requiring rapid judgment-based decisions in critical moments. This significant authority demands corresponding responsibility to the public to ensure all uses of force are both justified and proportionate to the circumstances. Without proper transparency and rigorous investigation, community relationships deteriorate and institutional credibility suffers. Not only will the actions of involved officers face public scrutiny, but the quality and impartiality of your investigative response will be equally examined. The stakes are substantial—public confidence, potential civil actions, agency reputation, and the liberty interests of all parties depend on conducting thorough, professional, and unbiased criminal and administrative investigations.

Course Goals

This comprehensive training examines current investigative best practices for use-of-force and officer-involved shooting incidents. The course presents a structured investigative framework tailored specifically to these situations, complete with practical checklists, templates, forms, reports, and policy guidance that agencies can implement immediately. Instruction covers contemporary considerations including social media implications, video analysis from multiple sources (body cameras, dashboard cameras, cell phones, surveillance systems), media relations management, legal frameworks, crime scene documentation and reconstruction, and advanced visual presentation methods utilizing 3D scanning and drone photography. Upon completion, participants will possess the knowledge, skills, and confidence required to professionally investigate and thoroughly document any use-of-force incident, including those involving serious injury or fatality.
