The Real Time Crime Center Technician performs full performance level work monitoring camera systems relating to in progress situations in the real time crime center of the Police Department. The Real Time Crime Center Technician actively searches for real time camera assets and provides real-time situational awareness utilizing police radios and telephones to responding resources for priority calls. The Real Time Crime Center Technician reviews, edits, and creates digital evidence for officers, detectives, attorneys, courts, open records requests, other law enforcement partners and testifies in court. The Real Time Crime Center Technician coordinates the body worn cameras for set up, operation, and troubleshoots problem
Key Job Accountabilities:
- Monitors and operates an integrated system that combines 911 calls for service in designated priorities.
- Monitors camera systems to provide situational awareness to responding resources during in-progress incidents.
- When not assisting with in progress incidents, proactively monitors the camera systems for public safety situations that are equal in priority to designated calls for service and will communicate such situations upon observation.
- Situational awareness provided will include but is not limited to:
o tracking evolving situations
o identification of possible suspects and suspect vehicles
o locating fleeing suspects
- Assists and communicates with police officers in the field utilizing the two-way police radios.
- Assists with setting up command posts, providing video monitoring of activities during special events, protests, and large gatherings.
- When directed, assists with undercover narcotic investigations by providing additional visual assistance to the operations.
- Responds to requests for video evidence during/after critical incidents as well as post incident investigations.
- Research historical video evidence, creates, reviews, and edit files, and shares the same with the prosecuting attorney’s office, the city attorney’s office, or other law enforcement partners upon request.
- Accesses servers and storage media to locate specific video footage and then creates discs of the video for investigators and officers.
- Conducts daily camera performance updates and provides a report of the results. Responsible for storage or archiving of video recordings to the appropriate media from the server.
- Responsible for directly placing evidence into the Property Bureau to maintain chain of custody legal requirements.
- Provides court testimony on the validity and authenticity of the video footage.
- Answers numerous phone calls during the shift for a variety of informational and troubleshooting technical issues and questions.
- Utilizes various databases and software to analyze and interpret crime data to develop crime series, patterns, suspect profiles, etc.
- Develops and generates various reports/bulletins identifying criminal activity and suspect information.
- Assists in the transfer of crime information between police department divisions and other law enforcement agencies.
- Performs procurement/budgeting duties as needed such as the monitoring and purchase of equipment, software, and supplies.
- Reads, understands, and interprets federal, state, and local policies, regulations and procedures pertaining to law enforcement.
Education, Experience Level, Certification Requirements:
- High school diploma or GED required
- Within one year of employment the Officer must obtain required certifications to operate drones through the Real Time Crime Center.
Knowledge, Skills and Abilities Required:
- Applicant must be able to pass Nampa Police Department background check
- Knowledge of:
o Police Department objectives, procedures, services, and operating policies
o Operating procedures of the Real Time Crime Center
o Local geography, including main streets and their hundred blocks, relative distance between streets, City boundary limits, and sectors and beat areas
o Criminal codes and statues, criminal offenses, and contributing elements under city and state laws
o Security and privacy requirements of police information
- Ability to:
o Perform several tasks simultaneously
o Analyze situations quickly and objectively
o Comprehend, retain, and recall information
o Listen to incoming calls to 911 and determine if additional information can be gathered prior to officers being dispatched
o Monitor police alarm panels
o Cope with emotionally tense situations which may include the death of a citizen or officer; and
o Establish and maintain effective working relationships with the public and City employees
- Skill in utilizing a variety of computer systems and dispatching equipment
- Skill in reviewing, sorting, or collecting data from a variety of sources
