Role Statement for Mental Health Coordinator:

Coordinates and collaborates with the Nampa Police Department and community partners to facilitate the delivery of mental health services to those experiencing a mental health crisis. Performs independent work related to educating law enforcement professionals to recognize signs of mental illness, intervention strategies, and with how to connect people with social services as a follow up to any police response or interaction. This work requires considerable independent discretions in decision making and initiative.

ESSENTIAL FUNCTIONS

  • Primary duties will be assisting patrol deputies with mental health related calls for service, completing psychiatric assessments and applying crisis intervention techniques as needed to ensure the safety of involved persons.
  • Identifying necessary and appropriate community resources and assisting with formulating safety plans for community members at risk of harm due to mental or behavioral health crisis.
  • Provide follow up services, by phone and in person, to high-risk jail releases and public CIT interactions.
  • Document interactions in applicable report formats.
  • Build and maintain community and agency relationships to support communication, collaboration, and resource capacity building.
  • Compile and manage pertinent data to illustrate CIT program outcomes.

Knowledge, Skills and Abilities Required:

  • Must be capable of multi-tasking, setting priorities, meeting deadlines, delegating assignments, distributing workloads.
  • Requires demonstrated knowledge of the internet for e-mail and browser searches.
  • Requires demonstrated ability to effectively communicate verbally and in writing.
  • Requires demonstrated ability to solve problems.

  • Ability to train officers on work tasks.
  • Computer skills-Microsoft Office Suite (Word, Excel, Outlook, Publisher, Power Point);
  • Requires demonstrated knowledge of mental health statutes, community resources and mental health programming.
  • Functional knowledge of and familiarity with the mental health and social service agencies in the local area and the scope of their services.
  • In-depth knowledge of federal, state, and county statutes, codes, and regulations regarding mental health emergency detentions and the retention and sharing of information. Familiarity with law enforcement operations and the criminal justice system is desirable.
  • Ability to conduct mental health needs assessments, individually and as part of a team.
  • Knowledge of public health practices, policy and administration and the ability to lead others in these practices.
  • Familiarity of mental health issues common to law enforcement interactions.
  • Ability to facilitate, coordinate, and developmental health follow-up plans.
  • Understanding of and ability to interpret codes, regulations, and laws applicable to mental health program administration.
  • Knowledge of database management systems and related software and ability to conduct data analysis.
  • Communicate effectively verbally and in writing; write narrative reports; develop and maintain effective working relationships with individuals at all levels of the organization.
  • Display an attitude of cooperation and work harmoniously with community partners, all levels of city employees, the general public and other organizations.
  • Communicate effectively in the English language at a level necessary for efficient job performance.
  • Complete assignments in a timely fashion.
  • Understand and comply with all rules, policies, and regulations.
  • Maintain prompt and regular attendance.
  • Perform all essential and marginal functions as assigned by an authorized employee, supervisor and/or manager with or without a reasonable accommodation
  • Requires some understanding of addiction treatment programming.
  • Requires a fundamental understanding of personal safety protocols while in the field.
  • Requires ability to create and manage a caseload.
  • Requires ability to prepare written documentation suitable for legal proceedings.
  • Must be prepared to testify in civil and criminal court proceedings.
  • Must be of good moral character, and successfully undergo a background investigation, polygraph exam, and drug screening.

Education, Experience Level, Certification Requirements:

  • A Master's Degree in Social Work or Counseling from an accredited college or university.
  • Must be a Licensed Clinical Social Worker (LCSW) or Licensed Clinical Professional Counselor (LCPC) or Licensed Master Social Worker (LMSW) in the state of Idaho.
  • Skill in rapidly developing rapport with clients.
  • Skill in assessment and crisis intervention.
  • Knowledge of program development.
  • Knowledge of systems theory and background.
  • Knowledge of physical and mental health threat assessments.
  • Current knowledge of the use of psychiatric medications.
  • Current knowledge of Diagnostic and Statistical Manual of Mental Disorders (DSM-5)
  • Ability to collaborate with a variety of agencies within the community.
  • Ability to maintain strong professional boundaries.
  • Ability to plan and organize work.
  • Ability to communicate effectively verbally and in writing.

Working Conditions (more detailed essential physical job functions available upon request):

The work environment will include inside conditions and outdoor weather conditions. Employees will also drive a vehicle as part of this position. Work includes protected exposure to bodily fluids, attending fatalities/suicides that include bodily fluids and being present for death notifications to families where reactions may be calm to violent. 

While performing the duties of this job the employee is occasionally lifting/carrying up to 10 pounds. Also, the employee is occasionally pushing/pulling up to 10 pounds. The noise level is occasionally moderate. Work includes sensory ability to talk and hear. Work in this position also includes close vision, distance vision and peripheral vision. Employees will sit and stand. Position requires hand/finger dexterity.

OTHER REQUIREMENTS

  • This position works: during regular business hours with occasional on-call shifts.
  • Must pass an oral examination, polygraph examination, psych examination, credit and background check prior to hire.
  • Must adhere to the Code of Ethics for the Nampa Police Department, the NASW Code of Ethics, and the Code of Ethics of the American Counseling Association.
  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.
