Roles & Responsibilities
- Manages third-party billing capital funding set-up and reallocation of funds, procurement and contract services for the NJ TRANSIT Police Department. Prepares monthly, quarterly or annual reporting; Completes billing and monitoring of different projects for the NJTPD. Directs the approving, tracking of requisitions, and payments, of projects to support the NJTPD. Ensures NJ TRANSIT’s compliance with state and federal mandates and reporting on finical matters.
- Responsible for the management and implementation of program administration functions including: payroll and Kronos system, agency labor agreements, special pay, wage progressions and specialized reporting. Ensures compliance with NJ TRANSIT procedures and that all payroll, budget and procurement actions/reports are accurate, readily assessable and effective in measuring allocation of manpower/resources.
- Responsible for the billing, tracking and reporting of police services including: traffic control at construction areas, crowd control during special events, K-9 details, extra duty coordination between vendor and NJTPD.
- Researches and collaborates with internal offices and external agencies and vendors to determine best course of action and economic feasibility regarding various projects. Prepares presentations for senior management, implements strategies and tracks and assesses results.
- Prepares and administers the department operating budget and capital program funds, and assists in determining budgetary requirements. Prepares requests, approves and tracks purchases, ensures purchase orders, P-card and check requisitions are closed appropriately with no accruals.
- Assist with costing of labor negotiations for agreement positions, for external counsels assigned to NJTPD by NJT.
- Manages staff including: scheduling assignments, administering discipline, conducting performance evaluations, applicant selection, employee development and training, employee recognition, and strives to enhance operations, motivate staff and incorporate ideas that improve efficiency and effectiveness of the department.
- Prepares specialized reports for federal and state agencies internal reporting via PRINTS, utilization of internal ASI, CPAS, KRONOS.
- Performs other tasks that may be asked or directed by the Chief of Police.

Minimum:
- Baccalaureate Degree in Accounting, Finance or Business Administration or equivalent, and five (5) or more years of progressive experience in finance; to include operating and capital budgets, procurement and third-party billing.
- Strong analytical skills and experience specific to law enforcement and homeland security grants, taskforces and programs is highly desired, but not required.
- Strong knowledge and proficiency in agency, state and federal computerized systems is prefered.
- Experience in dealing with matters that are confidential or sensitive.
- Must be able to pass an extensive police background.
- Proficient Personal Computer Skills - MS Excel and MS Word required.
