Requirements

  • Current Certification: Must possess or can immediately obtain police officer certification through the Maryland Police and Correctional Training Commission (MPCTC) upon hire.
  • Prior Experience: At least one year of service in a full-duty status with a full-service police department in a municipality or state within the United States, resigned or retired in good standing.
  • Citizenship: U.S. citizen by birth or naturalization.
  • Age: 21 years or older.
  • Driver’s License: Valid driver’s license.
  • Education: High school diploma or equivalent.
  • Background: Ability to pass an extensive background investigation.
  • Physical Fitness: Ability to complete the MPCTC-approved physical agility assessment (Public Safety Article § 3-201):
    • The police officer will climb over a barrier.
    • The police officer will pull/drag a 150lb individual at least 15 feet.  
    • The police officer will demonstrate the ability to run for a distance of at least 300 feet.   
    • The police officer will demonstrate the ability to traverse up and down at least two (2) flights of stairs.

Required Training

Lateral officers may have to undergo comparative compliance training to ensure MPCTC requirements are fulfilled. All new employees undergo field training to ensure officers are field ready and to satisfy MPCTC hiring standards.

Job Responsibilities

During a shift (currently 10hr but is subject to change), an Oxford Police Department officer's patrol duties include:

  • Community Patrol: Conduct proactive vehicle and foot patrols in Oxford’s neighborhoods, business districts, and waterfront areas to deter crime and ensure public safety.
  • Emergency Response: Respond promptly to calls for service, including accidents, disturbances, and medical emergencies, aiding and coordinating with other agencies as needed.
  • Law Enforcement: Investigate suspicious activities, enforce traffic and criminal laws, and make arrests when necessary, adhering to Maryland laws and department policies.
  • Community Engagement: Build trust through positive interactions with residents, business owners, and visitors, addressing concerns and participating in community events.
  • Reporting: Document incidents, complete detailed reports, and maintain accurate records for investigations and court proceedings.
  • Property Checks: Monitor public and private properties, such as parks, schools, and vacant homes, to prevent vandalism and ensure security.
  • Collaboration with Allied Agencies: Work closely with neighboring law enforcement, fire, and emergency services to coordinate responses, share information, and support joint operations.
  • Administrative Responsibilities: Complete tasks assigned by the Police Chief, such as maintaining equipment, updating records, or assisting with department initiatives.

Officers exercise discretion, uphold OPD’s community-oriented policing philosophy, and maintain readiness to handle diverse situations in Oxford’s close-knit, historic town.

Oxford Police Department Recruitment Process

The Oxford Police Department (OPD) follows a structured, multi-phase recruitment process to select qualified candidates for the position of Police Officer. Below is an overview of the streamlined process. This process is subject to change:

Phase 1: Application Review

  • Prescreening: Applications and resumes are evaluated to ensure candidates meet minimum requirements, including MPCTC certification (or ability to obtain), U.S. citizenship, age (21+), valid driver’s license, high school diploma or equivalent, and eligibility for background and physical assessments. Applicants need to submit all required documentation.  

Phase 2: Physical Assessment and Interview

  • Physical Agility Assessment: Complete the Maryland Police and Correctional Training Commission (MPCTC)-approved physical agility test.
    • The police officer will climb over a barrier.
    • The police officer will pull/drag a 150lb individual at least 15 feet.  
    • The police officer will demonstrate the ability to run for a distance of at least 300 feet.   
  • Interview: Meet the Chief and other town representatives such as the town manager / commissioners if schedule allows. Also, a chance to get familiar with the town. This is an opportunity to see if employment is a good fit for both parties and to ask questions.  

Phase 3: Background Check 1 of 2:  

  • Local criminal history
  • Driving record  

Phase 4: Background Check 2 of 2: 

  • Polygraph Examination: Complete a polygraph test to verify application information such as substance abuse history.  
  • Psychological Evaluation: Undergo a psychological assessment to ensure fitness for duty.
  • Medical Examination: Complete a comprehensive medical exam, including a doctor’s physical.
  • Drug Screening: Undergo mandatory drug testing.
  • Fingerprinting: Submit fingerprints for background verification.

Phase 5: Previous Agency Check

MPCTC requires an explanation of the circumstances surrounding why applicants left their previous agency.  

Phase 6: Potential Final Interview / Conditional offer

If applicants have passed the previous phases the town manager/ commissioners may require a final interview before extending a conditional offer. If they are satisfied with the process a conditional offer may be extended without a final interview.  

Important Notes

  • The recruitment process may require attendance at multiple scheduled appointments.
  • Failure to attend any appointment without prior approval may result in disqualification.
  • Candidates must maintain clear communication with OPD throughout the process.

Applicants can be rejected from the hiring process for the following reasons:

  • Felony arrests or a pattern of misdemeanor arrests
  • Convicted of driving while under the influence or impaired by drugs or alcohol
  • Serious Motor Vehicle Violations
  • Abuse of Drugs
  • Negative Employment Patterns
  • Adverse information on Background Investigation
  • Pending Legal Action (Civil or Criminal)
  • Falsifying information on application or any other official document
