General Statement of Job

The Senior Accounting Manager performs administrative and accounting work for the WCSO in accordance with policies, ordinances, GASB accounting principles, and other statutory requirements. He or she prepares, examines, and analyzes a variety of financial statements and reports for completeness, accuracy, and compliance and must have strong skills in problem solving, documentation, research, and data analysis. In addition, he or she oversees the work and day-to-day activities of subordinate employees in accounting, grants, fixed assets, budget and audit areas.


Minimum Qualifications

  • Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or closely related field.
  • Ten (10) years experience in a Fiscal related field with four (4) years in a supervisory role.
  • Or equivalent combination of education and experience.
  • Valid driver's license.

Preferred Qualifications

  • Certified Public Accountant certification, MBA, or Masters in Accounting

Essential Job Functions

  • Supervises staff to include prioritizing and assigning work; conducting performance evaluations; ensuring employees are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and making hiring, termination, and disciplinary recommendations.
  • Supervises the day-to-day activities of the accounting, payroll, accounts payable, fixed assets, budgets, audits, and special projects. This includes coordinating, administering, and evaluating processes, procedures, systems, and standards; ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards.
  • Monitors and reviews inter-departmental financial and account maintenance and transaction activities for updating purposes.
  • Supervises and reviews the posting of accounting data to accounts from various source documents, and the processing of all changes in source data upon verification of information.
  • Maintains and analyzes fiscal records and audits; performs and/or reviews monthly/annual reconciliations.
  • Evaluates receipts, expenditure forms, purchase orders, distributions, and disbursement orders for the purpose of ensuring compliance with established regulatory standards.
  • Oversees the verification of financial records and accounting data for correct posting, calculating, accuracy, and completeness.
  • Assists with annual year end close.
  • Responsible for compilation of annual budget, including personnel budgets.
  • Coordinates annual audit. Completes and/or reviews worksheets required by auditors.
  • Interprets provisions of policies, procedures and collective bargaining agreements in order to assure the accurate preparation of payroll; assures consistency in application of pertinent rules and regulations.
  • Establishes and maintains effective intra- and interdepartmental communications to promote efficiency and consistency with agency mission, goals, and objectives.
  • Attends, facilitates, and/or participates in various staff, agency, and committee meetings.

Required Knowledge, Skills, and Abilities

  • Knowledge of the Florida Statutes, Walton County charter and ordinances relating to financial and budget responsibilities and the ability to apply this knowledge to financial decisions and alternative approaches to obtain objectives.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), practices and procedures and
  • Generally Accepted Auditing Standards (GAAS) and the ability to apply such knowledge in the preparation and presentation of financial statements.
  • Familiarity with electronic based Accounting Systems.
  • Ability to plan and organize the work of subordinate supervisors in a manner conducive to full performance and high morale.
  • Ability to promote and maintain effective relations with members of the Executive Staff, departments under the County Commissioners, the general public and other stakeholders.
  • Proficiency in both oral and written communication.
  • Review of personnel evaluations in accordance with agency policies to ensure they are fair and impartial, and accurately reflect the job the employee performs
  • Ability to establish and maintain effective working relationships.

  • Ability to analyze a variety of complex administrative problems to make sound recommendations for solutions and to prepare working procedures.

  • Ability to write and speak clearly and succinctly in a variety of communication settings.
  • Ability to manage confidential information.

Standards to Perform Job Functions

Physical Requirements:  Sit up to 7 hours per day, stand up to 1 hours per day, walk up to 1 hours per day, occasionally lift up to 10 lbs., bend, squat, climb, reach, kneel, and/or twist.
