ANIMAL CONTROL TECHNICIAN – Part Time

 

Minimum Eligibility Requirements:

  • Must be a citizen of the United States;

  • Must be at least eighteen (18) years of age at the time of hire;

  • Must possess a valid motor vehicle operator’s (drivers’) license;

  • Must be a high school graduate or have a General Equivalency Diploma (GED) issued by a State Department of Education;

 

  • Must be a Rhode Island resident or reside within a thirty (30) mile radius of 1168 Main Street, Richmond RI 02898;

 

  • Must successfully pass application review, criminal background check, and candidate background;

 

  • Must successfully complete ACT training and demonstrate proficiency and competency in all aspects of ACT position before an applicant will be recommended for part-time employment.  (Candidates who advance to ACT training will work with the full-time Animal Control Officer, and shall be compensated for their hours of training.)

 

The Richmond Police Department is seeking qualified applicants to work as a part-time Animal Control Technician on weekends between 8am-2pm, and for vacancies that arise Monday through Friday between 7am-3pm.

 

Job Description and Expectations:

The Animal Control Technician(s) (ACT) shall report to the Animal Control Officer (ACO), and in her/his absence, the Chief of Police or the Lieutenant.  The ACT shall be responsible for fulfilling the duties of the ACO in her/his absence, which may include enforcing all Federal, State, and Local Laws regarding domestic and wild animals.  

 

  1. At the start of their respective shift, the ACT shall check with the on-duty dispatcher of the Richmond Police Department to ascertain if there are any pending Animal Control complaints, calls, or messages, and shall then address those pending issues in proper order of priority.

 

  1. The ACT will investigate and attempt to resolve all citizen complaints and shall properly document their investigations and official actions.  The ACT shall provide responsive, efficient, and proactive public service at all times.

 

  1. The ACT shall maintain the Animal Control Office, Impound area, and their assigned department vehicle in an orderly, safe, and sanitary manner at all times.  

 

  1. The ACT shall ensure that the Town’s Animal Control Impound facilities meet and maintain compliance with the Rhode Island Department of Environmental Management’s (RIDEM) Rules and Regulations Governing the Importation of Animals, pursuant to Rhode Island General Law (RIGL).

 

  1. The ACT shall ensure that all impoundments, returns and releases of animals are in compliance with the RIDEM’s Rules and Regulations Governing Animal Care Facilities, pursuant to Rhode Island General Law (RIGL).

 

  1. The ACT shall provide for humane and compassionate treatment of all animals in the care or custody of the Town of Richmond and shall proactively enforce all applicable Federal law, State law, and Town Ordinances.
  2. In the absence of the ACO, the ACT shall ensure that the ACO Division operates within the established guidelines concerning the RIDEM’s “Rabies Protocol” on all investigations and impoundments.  

 

  1. On an annual basis an in accordance with RIGL, the ACT shall assist the ACO with an annual RIVMARabies Clinic” in the Town of Richmond, to afford residents the opportunity to ensure that their animals are properly vaccinated.

 

  1. The ACT shall thoroughly investigate all dog-bite complaints, and shall immediately notify the ACO and Chief of Police of any incidents that may potentially involve a “vicious dog,” as defined by RIGL.  

 

  1. When on duty, the ACT shall wear their assigned ACT uniform, as purchased, issued and authorized by the Chief of Police, so they are readily identifiable to members of the public.

 

  1. The ACT shall safely utilize their assigned Division vehicle for all aspects of their respective assignment, including patrolling areas in town that have generated citizen complaints regarding a possible nuisance, and shall take appropriate enforcement action.

 

  1. All official actions of the ACT involving investigations, enforcement, impoundment, veterinary treatment, euthanization, adoption, or release of animals shall be properly documented in accordance with Department rules, orders, and applicable Federal, State, and Local laws/ordinances.
