JOB ANNOUNCEMENT

Position: Police Lieutenant

Salary: $50,150.20

Examples of Duties:

The primary duties of the Lieutenant are to manage and supervise the departmental staff members who are assigned to any of various units or divisions with the department. The Lieutenant position is an administrative function such as the management of various units, budget maintenance and preparation, administrative investigations, hiring and personnel, support services, and more. Other duties may be assigned as needed or required. The Lieutenant participates in the planning, organizing, and development of procedures and policies relating to a major unit or division of the Police Department. Supervises the activities of assigned personnel and day-to-day operations; coordinates activities in the unit or division assigned with those of other units or divisions; conducts a continuing review of division activities to identify problems and develop recommendations for improving services. Directs and assists in the training and development of subordinate personnel. Directs or personally investigates citizen complaints regarding conduct of staff. Inspects units or divisions personnel equipment. Personally, conducts investigations and special studies requiring a high order of discretion as directed from the Chief of Police. Supervises the maintenance of records, and the preparing of various local, state, and federal statistical reports as directed.

Prepares recommendations for budget and personnel needs; analyzes the efficiency of existing programs and recommends policy and procedural changes. Speaks before community groups on Police Department activities and policies; performs other related duties assigned by the Chief of Police.

Minimum Qualifications:

Any combination of education and experience demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying.

Education: An associate degree from an accredited college or university with major course work in criminal justice, police studies, or a related field desired. Advanced or Supervisory certificates are highly desirable.

License/Certificate Requirements: A valid driver’s license from state of residence is required, accompanied by proof of an acceptable driving record which must be maintained during employment. Additionally, a valid CPR and basic first aid certificate is required or must be obtained within 90 days of employment.

Experience: At least three years of increasingly responsible experience with a Washington Metropolitan Area Law Enforcement agency, including at least two years in a supervisory capacity.

Knowledge of:

  • Police administration, organization, deployment methods and procedures
  • Related Federal, State, and local laws, codes, ordinances, and regulations
  • The principles, theories, and practices of modern police work
  • A strong working knowledge of modern patrol methods, criminal investigation techniques
  • A strong working knowledge of labor law pertaining to disciplinary actions up to and including terminations
  • Criminal identification procedures and records systems
  • Strong working knowledge of municipal government and the services provided
  • Working knowledge of crime prevention strategies
  • Strong working knowledge of police budgets
  • Community and Tourist Oriented Policing Philosophy
  • Law Enforcement Officer's Bill of Rights and the ability to conduct professional standards investigations

Skills & Abilities:

  • A strong ability to express one's self both verbally and in writing
  • Strong public speaking/presentation skills
  • Grant writing abilities
  • Experience in developing community-related law enforcement programs to deter crime and encourage community involvement
  • Strong understanding of ICS operations and ability to manage during times of disaster or critical incidents
  • Proven ability to meet with, speak to, and work with various community-based organizations and members of town staff and Council
  • Possession of skills to effectively deal with "quality of life" issues in the community
