General Statement of Job –

 The Accounting Manager manages the EMS Billing Section while ensuring that the organization receives proper and accurate payment.

 

Qualifications –

Bachelor’s degree in health information management, accounting, business administration, finance or related field.

Certified Ambulance Coder; ability to obtain within 12 months of being hired.

  • Certified Ambulance Compliance Officer; ability to obtain within 12 months of being hired.

 

Essential Job Functions –

Supervises staff to include: prioritizing and assigning work; ensuring employees are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.

Supervises the day-to-day activities of the accounting and billing department, which includes coordinating, administering, and evaluating processes, procedures, systems, and standards; ensures compliance with Federal, State, and local laws, regulations, codes, and/or standards.

Prepares, retrieves, and reviews electronic batches for submission and remittance advices to and from electronic payors.

Participates in billing activities by providing interpretive guidance, review, and consultation to staff on problem accounts and improper or incorrect payments.

Prepares, reviews, interprets, and analyzes a variety of information, data, and reports; makes recommendations based on findings.

Performs quality checks of medical billing coding and run reports for patient accounts.

Responds to, investigates, and resolves complex customer service complaints.

Serves as the credentialing manager for the agency with federal, state and commercial insurance carriers.

Maintains and oversees provider profile with both federal and state level agencies.

Work with Medicaid, Medicare, and various commercial insurers for billing and collection purposes.

Lead operations of coding, claims processing, payment posting accounts receivable collections, refunds, financial counseling, audit and compliance.

Develop and communicate policies and procedures.

Extensive experience in reporting and analyzing revenue cycle performance trends and improvement opportunities.

Responsible for all reporting needed for annual cost reports, audits, monthly board reporting, and other reports relative to the revenue cycle.

Under the Health Insurance Portability and Privacy Act of 1996, this position must be capable of handling confidential protected health information and will have a working knowledge of who is authorized to obtain and use this information in the course of normal billing operations.

Interact with the public on a regular basis in person from office visits and over the telephone handling incoming phone calls dealing with all facets of the EMS business.

Oversee problem resolution of accounts experiencing issues, and serve as a clear and effective conduit of the technical knowledge on reimbursement issues.

 

Knowledge, Skills, and Abilities –

  •  A strong knowledge of medical professional fee billing and collection, CPT, ICD-10, managed care products and processes and insurance adjudication practices.
  • Knowledge of regulatory, compliance and legal requirements associated with medical billing.
  • Proficient in e-mail, Excel and Word documents to complete work assignments.
  • Working knowledge of Windows 10, Windows Office Products and the capability to navigate through common Windows screens is mandatory.
  • Knowledge of general office procedures including ability to operate office equipment.
  • The ability to speak clearly and calmly on the telephone and in person with angry or upset customers is required.
  • Organizational skills.
  • Attention to detail and accuracy.
  • Types and proofreads letters, memos and reports;
  • Knowledge of medical ICD-10 coding, HCPCS coding, medical insurance billing and collections principles, HIPAA regulations, Medicare and Medicaid guidelines
  • Knowledge of medical terminology;
  • Knowledge of records maintenance principles;
  • Knowledge of applicable Federal, State, and local laws, rules, regulations, codes, and/or statutes;
  • Knowledge and capability of analyzing medical records and physician statements for completeness and accuracy;
  • Knowledge and capability of preparing and analyzing a variety of business documents, reports, and statistics and making sound recommendations based on findings;
  • Ability to answer common inquiries and complaints from employees, customers, agencies, facilities and hospitals.

Physical Requirements:  Sit up to 7 hours per day, stand up to 1 hours per day, walk up to 1 hours per day, occasionally lift up to 10 lbs., bend, squat, climb, reach, kneel, and/or twist.
