ACCOUNTS PAYABLE SPECIALIST/ASSET MANAGER/BUYER

Grade W9 – Non-Exempt

Starting Salary - $52,125 annually 

GENERAL DUTIES:

This position is a civilian administrative position within the Administrative Services Bureau and provides high-level accounts payable, asset management and buyer support for the Sheriff’s Office. Work is performed with considerable independence, which is often time sensitive and requires accuracy. Work is also performed in a team environment in which communication is key. Maintains strict confidentiality when dealing with sensitive information. Regular contacts are maintained with county and state government agencies, elected officials and citizens. Conducts daily bookkeeping, record keeping, and financial reporting; reconciles, verifies and processes invoices for payment. Maintains accurate records of all agency assets. Procures goods and services for the agency.

AVAILABILITY:

Monday-Friday, 7:00AM – 4:00PM with a 1-hour lunch. Schedule may be modified with approval.

ELIGIBILITY:

• Must be a U.S. Citizen or a resident alien
• Must be at least 18 years of age
• Must possess a high school diploma or GED recognized by the State Board of Education
• Must possess a valid driver’s license
• Must be able to read, write, and speak English

QUALIFICATIONS AND REQUIREMENTS:

• Two years office administrative/accounting experience required
• Three to five years accounts payable experience preferred*
• Associates degree required; bachelor’s degree in field is preferred*
• Proficiency in Microsoft applications
• Position requires extensive periods of sitting
• Position requires extensive periods of completing computer-based tasks
• Position may require the ability to lift 30-50 pounds, as well as push, pull or move objects


*A comparable amount of training and experience may be substituted for the minimum qualifications

ESSENTIAL TASKS:

• Prepare voucher payments, purchase requests, receiving reports and full/partial payments for purchase orders
• Receive and process orders/packing lists from buyers and Quartermaster
• Receive and process invoices from vendors
• Reconcile invoices/orders to statements
• Enter voucher payments, receiving report payments, and procurement card journal entries into accounting workbooks
• Update and reconcile accounting workbooks for procurement card entries
• Manage the life cycle of new and current assets
• Manage the disposal process of existing assets in accordance with county policies and procedures
• Procure goods and services for the agency
• Research markets
• Negotiate with suppliers
• Provide backup and coverage for accounts receivable position as needed
• Obtain and maintain notary public
• Screen and greet visitors; handle inquiries and direct them to appropriate personnel
• Answer telephones, take messages and transfer call to appropriate individuals
• Provide appropriate information in response to telephone calls
• Use computers for a variety of tasks, to include data entry and word processing
• Operate electronic mail systems and coordinate internal and external communications
• Create, maintain and enter information into databases; prepare and compile reports as needed
• Compose, prepare, and process general and confidential correspondence, including email and fax
• Manage, track, and follow up/reply with incoming and outgoing correspondence; locate supporting documentation as needed
• Record and file copies of correspondence and other files in accordance with policy and procedure
• Complete various forms in accordance with policy and procedure
• Communicate with managers, supervisors, co-workers, county government employees and outside agencies
• Seek on-going training in specialization
• Perform other related duties as required

KNOWLEDGE, SKILLS, AND ABILITIES:

• Possess clerical and administrative knowledge to include typical office procedures and practices
• Knowledge of the English language, to include structure and content, rules of composition and grammar, and the meaning and spelling of words
• Knowledge in operating standard office equipment
• Knowledge of principals and processes for providing outstanding customer service
• Knowledge of accounting and bookkeeping principals, as well as accounting software
• Must have strong organizational and time management skills
• Must have clear understanding of the laws, rules, regulations, and procedures governing the area of assignment
• Must be detail oriented
• Must be self-directed with good interpersonal skills, strong work ethic, and ability to work with minimal supervision
• Must be able to meet strict guidelines as related to technical field
• Ability to communicate effectively orally and in writing
• Ability to multi-task and prioritize workload
• Ability to exercise good judgment
• Ability to adapt technical skills to agency and situational needs
• Ability to work with sensitive information and maintain confidentiality
• Ability to use Microsoft software such as Excel and Word
• Ability to use Adobe and QuickBooks software
• Ability to solve complex problems with many variables
• Ability to use logic and reasoning to identify the strengths and weaknesses of alternative solutions or approaches to problems
• Ability to succeed in a team environment
• Ability to establish effective working relationships with other staff and governmental agencies
• Ability to understand and abide by the policies and procedures of the Carroll County Sheriff’s Office
